敘利亞小難民艾倫伏屍沙灘的照片撼動全球人心,迫使歐洲重新檢討現行的難民政策。相較於歐洲國家,美國收容敘利亞難民人數少,也引起注意,人權組織即呼籲美國政府加快協助接收難民的速度。

從2011年敘利亞爆發內戰以來,4百萬敘利亞人逃離家園。今年美國僅接收約1500位敘利亞難民,預計今年10月底再接收300位敘國難民。

美國國務院表示,明年預計再接收數千人。但這個數字根本與歐盟大國不能比。

根據美國國務院的數據,聯合國難民署已轉介1.7萬敘利亞難民至美國,申請重新安置的案件有9%獲准。國際援救委員會與美國14位民主黨參議員則呼籲歐巴馬政府,在2016年底之前重新安置6.5萬敘利亞難民。

美國國務院強調,美國是提供敘利亞難民人道援助的最大捐助國,而且美國已為敘國難民撥款逾41億美元(大約台幣1342億元)。

然而,為了防止恐怖組織滲透至美國本土,美國新增安全措施,處理敘國難民重新安置的程序緩慢,可能耗時1年半至2年。

從今年10月開始的2015年財政年度,美國白宮批准的全球難民接納人數上限是7萬人,如果美國政府要接收更多敘利亞難民,這個數字勢必得上調。

美國過去曾破例接收大量難民,1975年西貢淪陷後,美國接收數十萬南越難民。

You might remember his velcro shoes. His red shirt. His lifeless body lying face down in the sand. The image has opened a debate about the ethics of publishing photos of children suffering and dying. But regardless of one’s position, the photo is now part of a tradition — another iconic image of a child that has shaped our understanding of global events and that will likely live on in our minds for years to come. In 2000, former Washington Post photographer Carol Guzy spent time at a refugee camp in Albania during the Kosovo crisis and took a photo that won the Pulitzer Prize — one of four in her career. It depicts a young boy being passed through a barbed wire fence at the border. “It’s actually a joyful photo,” Guzy says. “Families that had escaped ethnic cleansing did not know if their loved ones had survived or not, were lined up on along that fence.” When one family saw their relatives on the other side of the barbed wire, they celebrated and handed their young children back and forth while waiting to be reunited. Guzy says images of children are particularly moving. “It’s something about being completely at the mercy of events happening around you, and being unable to protect yourself — children especially — that reaches the heart and soul of people,” she says.
